rIp- <br />N 0V 17 1982 <br />Mr. Challacombe stated that Village Green West is under <br />construction and they have received a site plan for The <br />Pines. The majority of other mobile home areas are located <br />up and down U.S. 1, but according to the Plan, the only area <br />where this use would be granted would be in the MD -1 area. <br />Motion was made by Commissioner Fletcher to deny the <br />appeal of rezoning denial by Realcor. He stated that after <br />hearing -43-2 hours of argument on both sides of the question, <br />he has come to the conclusion that this rezoning would not <br />be in the best interests of the citizens now residing in <br />Indian River County, and his priorities lie with the <br />citizens living here now. He further based his Motion for <br />denial on land use compatibility, the project's impact on <br />existing land use, and the fact that to grant this appeal, <br />in his view, would only perpetuate the problems we have been <br />living with for many years in the past. <br />The Motion died for lack of a second. <br />MOTION WAS MADE by Commissioner Wodtke, SECONDED <br />by Commissioner Bird, to grant the appeal of <br />Realcor and approve the requested rezoning.-- <br />Commissioner Wodtke based his Motion for approval on <br />his belief that Realcor's project is compatible and that it <br />is incompliance with the designations adopted in the Land <br />Use Plan and the node concept of industrial/commercial. <br />Commissioner Lyons announced that he would vote against <br />the Motion on the basis that the proposed rezoning is <br />inconsistent with the Plan we just got through adopting in <br />that it would inject a residential area right in the middle <br />of an industrial/commercial node, and he believed that it <br />does create a problem with the airport.
