Glenn Dunn, of the Mosquito Control District, came <br />before the Board, and suggested having wording in the <br />ordinance regarding duration of flooding. He pointed out <br />that if water stands more than 42 to 5 days, it breeds <br />mosquitos. Mr. Dunn commented that they would like to have <br />rights of access in order to get into those flooded areas <br />and apply approved chemicals. <br />Tom Culler, Architect, approached the Board, and <br />referred to page 19 concerning the Type A permits. He <br />expressed concern regarding small developments, and since <br />architects have had formal training and are qualified, <br />perhaps the engineers would not have any objection if <br />architects were allowed to do this work. <br />Lengthy debate took place whether or not an architect <br />should be permitted to do some of the engineer's work. <br />Ed Schmucker, Engineer, commented that if there was <br />anything that was engineering, the Type A permit was; but <br />did not feel as though all the criteria regarding permits <br />was engineering work. <br />Mr. Culler pointed out that _an architect could do <br />engineering that is incidental to his practice, even on the <br />State level. He would like for the County ordinance to <br />allow the same latitude as the State allows. <br />Discussion ensued. <br />ON MOTION by Commissioner Bird, SECONDED.by <br />Commissioner Wodtke, the Board unanimously <br />agreed to close the public hearing. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, the Board unanimously <br />adopted Ordinance 82-28 for Stormwater <br />Management and Flood Protection, as well as <br />adoption of the appropriate maps. <br />'WK <br />N O V 17 1982 41 nr <br />�> b*PAGE 1 <br />
