FAP <br />3) The Ordinance sets forth specific review procedures and <br />information submission. <br />This Ordinance has been prepared with input from the County <br />kttorney's office, the Public Works Division and the Community <br />Development Division. <br />RECOMMENDATION: <br />Staff recommends approval of the proposed ordinance. <br />Public Works Director Davis advised that the Department <br />of Environmental Regulation gave their input, which caused a <br />change to be made in the proposed ordinance in Section 3. <br />In line 9, after the word "agencies," a phrase should be <br />added as follows: "including specifically, but not limited <br />to, observance of DER permitting requirements for use of the <br />'landward extent of waters of the state,' as that term is <br />defined by Fla. Admin. Code, Section 17-4.02 (17)." Mr. <br />Davis also suggested several deletions and additions on <br />pages 7, 10, 11 and 12 of the proposed ordinance. <br />Commissioner Bird inquired if the adoption of the <br />proposed ordinance would make it easier on staff for <br />reviewing plans. <br />Mr. Davis affirmed that the process would indeed be <br />made simpler and easier. <br />R. F. Lloyd, Engineer, agreed with Mr. Davis. <br />Lengthy discussion followed about the differences <br />between a Type A and a Type B permit, as indicated on pages <br />19 through 21. <br />Mr. Davis advised that the Community Development <br />Department was studying the fee structure that was mentioned <br />on page 23. <br />The Chairman asked if there was anyone present who <br />wished to be heard. <br />R. F. Lloyd approached the Board and referred to page <br />16 and discussed the various elements that an engineer must <br />take into account, such as hydrostatic and hydrodynamic <br />forces. <br />
