NOV 17 1992 BOOK �� Fr,ct i 7 <br />Terrance Pinto, Utilities Director, stated that staff <br />recommended the approval of the franchise application for <br />Pinestead Mobile Home Park. <br />The Chairman asked if there was anyone present who <br />wished to be heard. <br />Chester Clem, Attorney, reviewed Section 14 on page 11 <br />regarding the franchise fee of.$.068 per thousand gallons of <br />water, consumed by water users in the franchise area. He <br />explained that as part of the franchise agreement and as <br />Pinestead was developed, the old plant would be phased out <br />and would be tied in with the new sewer plant. <br />Lengthy discussion followed. <br />William Lehr, Vista Royale, came before the Board, and <br />complained that the Board was -piecemealing things together <br />and there was no overall design. He was very much against <br />the franchise. <br />John Sullivan, 1455 90th Avenue, expressed concern <br />about what would happen to Lakewood Village if this <br />franchise were issued. He felt that the costs would revert <br />back to him, the consumer. Mr. Sullivan suggested various <br />changes that should be made on pages 2, 6, and 14. <br />Debate ensued. <br />The Chairman commented that the County was trying to <br />provide reliability of service. <br />Attorney Clem stated that they have complied with <br />everything and have a right to build a water and sewer <br />system, as long as it can facilitate the area. He pointed <br />out that, at the County staff's request, they were asked to <br />include the people across the street - they were just <br />complying with the County's request. <br />Commissioner Lyons stated he had no problem with the <br />franchise agreement. <br />4� <br />
