Staff memo and recommendation of denial is hereby made <br />a part of the Minutes: <br />TO: The Honorable Members <br />of the Board of County <br />Commissioners <br />FROM: <br />DATE: November 160' 1982 FILE: <br />SUBJECT: <br />REALCOR COMPANY APPEAL OF A <br />PLANNING AND ZONING C01MISSION <br />RECOMMENDATION TO DENY THEIR <br />REQUEST TO REZONE ± 135 ACRES <br />FROM A -AGRICULTURAL AND C-1 <br />COMMERCIAL TO R-1MP, MOBILE <br />HOME PARK DEVELOPMENT <br />Bruce King, AICP REFERENCES: <br />Community Development <br />Director <br />It is requested that the information provided herein be given <br />formal consideration by the Board of County Commissioners <br />�--=during their regular meeting of November 17, 1982: <br />DESCRIPTION.AND CONDITIONS: <br />On June 29, 1982, Mr. Robert A. Peters, Secretary -Treasurer, <br />of Realcor Company of Florida, Incorporated submitted a re- <br />zoning application to the Indian River County Planning Depart- <br />ment. This application requested a -rezoning of a±135 acre <br />parcel from C-1 Commercial and A -Agricultural to R-lMP Mobile <br />Home Park Development. The proposed rezoning is located on <br />the southwest corner of the intersection of Interstate 95 and <br />State Road 60. <br />On August 12, 1982, this rezoning request was presented to the <br />Planning and Zoning Commission for their consideration. Upon <br />completion of the public hearing and staff discussion, the. <br />Planning and Zoning Commission voted 3 -to -1 to recommend denial <br />of this rezoning request due to the incompatibility of mobile <br />home development with industrial land uses which are intended <br />for the property immediately to the west of the proposed re <br />zoning site, vehicular traffic generation, and finally due to <br />its proximity to the New Hibi.scus Airport. <br />The applicant appealed the Planning and Zoning Commission's <br />recommendation for denial ?rd this appeal was initially heard <br />before the Board of County Cortai•'.ssionerslon September 15, 1982. <br />At this meeting, the applicant requested and was granted a 60 <br />day extension by the Boazd. A subsequent meeting was held during <br />the month of October between the County staff and the applicant's <br />agent in an effort to establish a common data set for the analysis <br />of the net fiscal impact of this project upon the public fiscal <br />structure. <br />ALTERNATIVES AND ANALYSIS: <br />I. Introduction <br />The process of analysis for all rezoning requests involves the <br />evaluation of all the urban systems and their interrelationships. <br />This process focuses upon tha identification of negative impacts <br />concerning the public health, safety -and welfare. For this <br />particular rezoning request, the urban systems to be discussed <br />include land use, transportation, utilities, environment, and <br />the net fiscal impact upon the public fiscal structure. <br />N O V 17 1982 600K 2 7.7 <br />
