The provision of a range of choice in residential densities <br />with the higher densities in proximity to permanent open <br />spaces and nearest to the major arterial street system and <br />community -serving shopping centers. <br />The above land use principles were utilized in the formulation <br />of the Land Use Element of the Comprehensive Plan. It is very <br />important that these principles continue to be utilized in making <br />land use decisions through the rezoning process. Through the <br />application of these principles, more desirable living areas <br />will be developed which better serve the needs of the County's <br />residents. <br />Future Land Use for I-95 and State Road 60 Commercial/Industrial <br />Node <br />The Land Use Element of the County's Comprehensive Plan establishes <br />land use objectives and policies for guiding future development. <br />Within the element,the broad range of -land uses is covered. The <br />Land Use Element contains general performance standards for the <br />'- °`--location of the various land uses which were based upon the <br />general location principles discussed above. <br />Within the Land Use Element, the primary mechanism utilized for <br />locating the future commercial and industrial development within <br />the County is the node concept. The Comprehensive Plan establishes <br />the location and total size of the community -serving commercial <br />areas. The neighborhood commercial areas or nodes were not desig- <br />nated through the land use map. These nodes would be located as <br />future service'dpmand dictates. <br />The Comprehensive Plan utilizes the node concept in an effort to <br />maximize flexibility in its application in guiding future de- <br />velopment. However, with this flexibility comes a certain degree <br />of uncertainty, especially in nodes which are established to <br />serve more than one primary land use, such as the commercial/in- <br />dustrial nodes. <br />The Comprehensive Plan establishes the specific location and <br />sizes of the commercial/industrial nodes. However, the actual <br />location of the various commercial and industrial uses is not <br />established nor is the total number of acres of land that is to <br />be devoted to each of these uses. Yet, the Land Use Element <br />establishes certain strategies and development standards for <br />future commercial and industrial development which maximize the <br />efficiency of land utilization for these uses. <br />In an effort to minimize uncertainty and provide the maximum <br />guidance for the development of all nodes, it is the desire of <br />the Community Development Division staff to formulate and adopt <br />small area plans for each of the designated nodes. This small <br />area plan would present a mini -land use plan illustrating the <br />general areas for the various types of development to be accom- <br />modated within the node. These small area plans would utilize <br />the general planning principles,as outlined above,in locating <br />the various land uses. <br />By formulating and utilizing small area plans, the County can <br />maintain its posture of maximum flexibility in the Comprehensive <br />Plan and at the same time, provide sound direction as to the <br />manner in which nodes are desired to develop. In the following <br />section, a small area plan for the I-95 and State Road 60 Com- <br />mercial/Industrial Node is presented. <br />-NOV 17.198 - � � <br />
