Comprehensive Plan Capital Improvements Element <br />➢ All drainage basins will meet the following level of service standards: <br />By 2007 5-Year/24 Hour Storm Event <br />By 2010 10-Year/24 Hour Storm Event <br />The county hereby adopts the following water quality level -of -service standard: <br />➢ As a minimum, retention of the first one inch of rainfall is required prior to offsite <br />discharge. An additional 50% treatment is required for all direct discharge into the <br />Sebastian River and into the Indian River Lagoon due to its designation as an <br />outstanding Florida water, as required by state law. <br />➢ Potable Water <br />The following level -of -service standard is adopted for the county's potable water facilities, and shall <br />be utilized for determining the availability of facility capacity and demand generated by a <br />development: <br />➢ Countywide level -of -service standard of 250 gallons per day per equivalent residential <br />unit. <br />➢ Solid Waste <br />The following level -of -service standard is adopted for solid waste facilities in the county, and shall be <br />used as the basis for determining the availability of facility capacity and demand generated by a <br />development: <br />➢ Countywide level -of -service standard of 2.2 tons or 3.67 cubic yards per capita for <br />permanent plus weighted peak seasonal population per year. <br />➢ Sanitary Sewer <br />The following level -of -service standard is adopted for the county's sanitary sewer facilities, and shall <br />be utilized for determining the availability of facility capacity and demand generated by a <br />development: <br />➢ Countywide level -of -service standard of 250 gallons per day per equivalent residential <br />unit with a peak monthly flow factor of 1.25. <br />➢ Recreation & Open Space <br />The county adopts the following recreation level -of -service standard: <br />➢ County wide level -of -service standard of 6.61 recreation acres/1,000 permanent plus <br />weighted peak seasonal population. <br />Community Development Department Indian River County <br />Supplement #_; Adopted November _, 2009, Ordinance 2009- <br />56 <br />
