Comprehensive Plan Capital Improvements Element <br />➢ Transportation <br />The county adopts traffic circulation level -of -service standards as follows: <br />➢ Level -of -Service "D" during peak hour, peak season, peak direction conditions, on all <br />TRIP grant funded roads as well as all freeway, arterial, and collector roadways, with <br />the exception of the following two, which will operate at level of service "E" plus <br />20%. <br />27th Ave — South County Line to SR 60 <br />43`d Ave — Oslo Road to 16th Street <br />For SIS/Florida Intrastate Highway System roadways, level of service `B" is adopted for rural areas, <br />and level of service "C" is adopted for urban areas. <br />Policy 3.6: The county hereby adopts level -of -service standards for selected public facilities as <br />follows: <br />➢ Correctional Facilities <br />The county adopts the following correctional facilities level -of -service standard: <br />➢ County wide level -of -service standard of 4.5 beds/1,000 permanent plus weighted <br />peak seasonal population <br />➢ Fire/EMS <br />The county adopts the following Fire/EMS level -of -service standard: <br />➢ County wide (excluding Indian River Shores) level -of -service standard of .089 <br />Stations per 1,000 permanent plus weighted peak seasonal population <br />➢ Law Enforcement <br />The county adopts the following Law Enforcement level -of -service standard: <br />➢ Unincorporated County level -of -service standard of 2.09 officers per 1,000 permanent <br />plus weighted peak seasonal population <br />➢ Libraries <br />The county adopts the following Libraries level -of -service standards: <br />➢ County wide level -of -service standard of 580 building square feet per 1,000 <br />permanent plus weighted peak seasonal population <br />Community Development Department Indian River County <br />Supplement #_; Adopted November _, 2009, Ordinance 2009- <br />57 <br />
