TELEPHONE SYSTEM UPDATE <br />The Board reviewed the following memorandum dated <br />November 18, 1982 from Lynn Williams, Acting General <br />Services Director. <br />TO: Honorable Members of the DATE: November 18, 1872 FILE: Agenda <br />Board of County Commissioners December 1, 1982 <br />THRU; Michael Wright <br />County Administrator SUBJECT: Telephone System Update <br />FROM: Lynn Williams,' REFERENCES: <br />Acting Gener Services Director <br />DESCRIPTION AND CONDITIONS <br />At the October 20, 1982 meeting of the Board of County Commissioners, <br />a Southern Bell Telephone Representative presented a proposal for <br />upgrading the Dimension Telephone System now serving the Indian <br />River County Administration Building and Courthouse. Costs invol- <br />ved with the upgrade are an $8,000 one time charge and $470 addit- <br />ional monthly equipment charge. <br />Mr. Gene Morris, Tax Collector, had contacted Mr. Marc McEwen of <br />Southern Bell in regards to a separate telephone system for his <br />office. Mr. Morris, is concerned about a delay occurring in transfer <br />of calls into his office area from the switchboard attendant. <br />Staff estimates the Tax Collector telephone traffic to make up <br />approximately 20% to 25% of all incoming telephone traffic. This <br />percentage will vary according to the time of year. Staff expects <br />a sharp increase after the mailing of tax bills. Mr. Morris is <br />concerned about this particular time period since we have not <br />experienced the telephone traffic involved while on this telephone <br />system. The switchboard attendant now handles an average of 1200 <br />to 1300 calls per day. The Property Appraiser's office and Super- <br />visor of. Elections both expressed similar concerns except for <br />different functions, i.e.,.Homestead Exemptions and Election Day. <br />Staff was directed during budget hearings to search for methods to <br />reduce long distance telephone usage and better control all. associa.".ed <br />costs. At the time our present sy.,°tem was ins-Cal.led the opf:ion of <br />station message recording was not available without considerably <br />more expense. Our Dimension System Computer was purchased and <br />installed before occupancy of this building so as to take advantage <br />of a payment program available at that time. <br />In December 1981 Staff requested Southern Bell investigate what <br />options were available that would identify outgoing long distance <br />calls, At the time we occupied the Administration Building, the <br />PSC (Public Service Commission) would not allow an upgrade of the <br />system without changing all equipment and rewriting the Finance <br />Agreement. <br />DEC 119 2 19 2 PAGE <br />: arc ��� <br />
