the utility plant to the southern side of the project, or <br />approximately 1,000' away from River Shores, and also by <br />redesigning the project to have single family along the <br />north 200' of property, whichi200' plus a ditch easement <br />would provide a 250' buffer. iTo assure that this 200' will <br />be developed as proposed, they have recorded a declaration <br />of restriction stating that the north 200' may be used for <br />single family only. Attorney O'Haire informed the Board <br />that a mailing was done to every owner of a lot in River <br />Shores explaining the changes in their plan, and they have <br />had no response. It was Mr. O'Haire's belief that River <br />Shores residents would prefer 'to see nothing at all take <br />place on his client's property, which is now an old -citrus <br />grove, and he asked that Jim Rogers, whose family owned this <br />grove for many years, address the economic viability of the <br />grove. <br />Jim Rogers, who is presently Chairman and President of A <br />the Packers of Indian River, came before the Board and went <br />into the details. of the very extensive history his family <br />has in the grove business in Indian River County, dating <br />back to 1926, stressing their interest in the County an& i-ts <br />proper development. Mr. Rogers pointed out that with the <br />existing commercial zoning which runs 600' deep all along U. <br />S. 1, his family has had many opportunities to sell this. <br />property for a shopping center or other commercial <br />enterprises, but in consideration of the folks at River <br />Shores, they did not want to develop this commercially. <br />Accordingly,i they did not object when this was designated <br />LD -2 under the new Comprehensive Land Use Plan, as they felt <br />this was the highest and best use for the property. <br />Mr. Rogers then addressed the economic viability of the <br />grove, explaining that 35 acres of the present grove is <br />about 40-50 years old and in a state of decline; the balance <br />of the grove was set out in grapefruit on rough lemon stock, <br />5� <br />
