M <br />protecting environmentally sensitive lands, insuring <br />compatible land uses are adjacent to one another, and <br />developing outside existing service perimeters. Mr. <br />Scurfield was confused by the statement that citrus trees <br />apparently can grow in a subdivision but not in a grove, and <br />noted that if Mr. Rogers has trouble with salt water <br />intrusion, this undoubtedly will cause a multi -family <br />development problems also. He discussed the matter of <br />discharge affecting the quality of the Indian River and <br />quoted from a letter from the Department of Environmental <br />Regulation which mentioned limitations presented by soil and <br />the water table. Mr. Scurfield disputed the figures <br />presented by the Planning Department relating to traffic, <br />— density, etc., stating that their intensive effort at number <br />juggling is nothing but a sham and does not fool anyone. He <br />noted that if the Board denies the appeal, the property is <br />still suitable for other uses and he did not believe anyone <br />would object to single family homes. There would not be a <br />total loss of profit, but merely less profit, and he <br />believed government is supposed to protect the public <br />against get rich quick schemes. He pointed out that his <br />biggest financial investment is his home. Mr. Scurfield <br />felt that consideration of community interest mandates <br />denial of the appeal and that a rejection of the decision of <br />the Planning & Zoning Commission would raise the question of <br />why that Commission even exists. <br />Ulio Delgado, 155 12th St. SE., River Shores, confirmed <br />that the proposed rezoning is an emotional issue for the <br />people of River Shores, and they are here today en masse be- <br />cause they have invested their life savings in their homes. <br />Their money is not risk capital, but hard earned money. Mr. <br />Delgado emphasized that they, too, have an investment in the <br />community, and River Shores total assessment this year <br />amounts to over five million dollars.
