- M M <br />Commissioner Lyons noted that the property owner, <br />therefore, right now can go in and build to a density of 4.3 <br />units per acre on everything except the C-1 zoning. <br />Mr. Scurfield, speaking for River Shores, believed he <br />just heard for the first time that the proposed homes would <br />be a minimum of 1200 sq. ft., which is different than the <br />initial site plan filed, but he still felt that the <br />community interests should mandate denying the appeal. <br />Commissioner Wodtke asked if the River Shores residents <br />would object if the two north -south roads were opened to go <br />into this area. The residents expressed their objections <br />loudly. <br />Commissioner Wodtke pointed out that those are public_ <br />roads accepted by the county, and if the area to the south <br />were to develop as a single family development, he did not <br />feel the county would be in a legal position to deny opening <br />up those roads. Under the site plan approval required for <br />multiple family development, however, the county could place <br />restrictions on the use of those roads. <br />Commissioner Fletcher questioned whether we would be <br />legally required to open those roads for single family. <br />Chairman Scurlock noted that during the hearings on the <br />Comprehensive Land Use Plan, the Board looked very <br />diligently at potential areas and considered many factors to <br />make provisions to meet the need for multi -family, and when <br />this area was designated LD -2 for that purpose, lie did not <br />remember any objections being raised. For this reason, he <br />personally had a great deal of problem with upholding the <br />decision reached by the Planning & Zoning Commission. The <br />Chairman further felt it has been proven that the grove has <br />been in decline and not economically viable for a number of <br />years.
