BOOK <br />Commissioner Fletcher then contended that there are <br />several mistakes in the staff memo which should be pointed <br />out. He questioned the statement that the subject property <br />is not within a flood hazard or environmentally sensitive <br />area, pointing out that, according to the 1975 Land Use Map, <br />it is. He further noted that Page 2 of the staff memo <br />states that "The proposed rezoning and duplex development <br />would provide an intermediate level of residential <br />development between the LD -1, Low Density areas to the south <br />and the MD -2, Medium Density areas to the north of the <br />subject property." North and south should be reversed in <br />this statement. In addition, the Utilities statement <br />incorrectly indicated that the Roseland Fire Station is on <br />Barber Avenue. In regard to the applicant being required to <br />pave 80th Avenue from the southeast corner of the subject <br />property to 126th St., Mr. Fletcher emphasized that the <br />County does not maintain either of these streets as they <br />have not been formally accepted for maintenance. <br />Mr. Fletcher next disputed staff's contention that a <br />duplex type development would supply an excellent buffer <br />between LD -1 and MD -1, stressing that while this may be -fine <br />in concept, it does not address the actualities, which are <br />that the land which is zoned capable of 15 units an acre has <br />not been developed to its full capabilities. There are 8 <br />houses on a total of 12 lots; so, when you look at reality, <br />no buffer is needed. He felt the Board has been led to <br />believe that this area is covered with trailers and existing <br />duplexes, which is not the case. Mr. Fletcher continued <br />that the Minutes indicate that a petition signed by 32 <br />persons was submitted opposing the rezoning, but actually <br />this petition opposed not the rezoning, but the building of <br />duplexes on these lots. He believed that this neighborhood <br />would be compatible for single family homes and submitted <br />that Mr. DeJoia could enjoy the use of his property and <br />94 <br />
