Comprehensive Plan Capital Improvements Element transportation expenditures have increased by 39.88%. Transportation expenses represented 14.20% of all county expenses in FY 2009/10. Economic Environment Included in this category are the costs of providing services which develop and improve the economic condition of the community and its citizens. Veteran Services, the Housing Authority, and the Economic Development Division of the Indian River County Chamber of Commerce undertake this function. Table 6.5 shows that those agencies spent $2,520,339 on economic environment services in FY 2009/10. Between fiscal years 2008/09 and 2009/10, economic environment expenditures increased by 285.64%. This large increase is largely due to costs associated with rehabilitating housing authority rental complexes. Since FY 2004/05, economic environment expenditures have increased by 253.72%. Economic environment expenses represented 1.14% of all county expenses in FY 2009/10.
