Comprehensive Plan Capital Improvements Element <br />Human Services <br />Human Services cover the cost of providing services for the care, treatment, and control of human <br />illness, injury or disabilities, and for the welfare of the community as a whole and its individuals. The <br />Health Department, Welfare, Medicaid, and Children's Services fall into this category. Table 6.5 <br />shows that the county spent $7,267,406 on human services in FY 2009/10. Between fiscal years <br />2008/09 and 2009/10, human services expenditures decreased by 15.71%. Since FY 2004/05, human <br />services expenditures have decreased by 0.17%. Human services represented 3.30% of all county <br />expenses in FY 2009/10. <br />Culture/Recreation <br />All costs associated with providing and maintaining cultural and recreational facilities and activities <br />for the benefit of citizens and visitors fit into this category. County libraries, parks, recreation <br />operations, and the golf course are included here. As shown in table 6.5, the county spent <br />$22,474,737 on these services in FY 2009/10. Between fiscal years 2008/09 and 2009/10, <br />cultural/recreation expenditures increased by 14.53%. Since FY 2004/05, cultural/recreation <br />expenditures have decreased by 7.51 %. Culture/recreation expenses represented 10.20% of all county <br />expenses in FY 2009/10. <br />Court Related <br />All costs of operating the judicial branch of Indian River County Government are classified here. <br />This category includes the County Court, Circuit Court, State Attorney's Office and Public Defender. <br />As shown in table 6.5, expenditures from this category totaled $6,214,831 in FY 2009/10. Between <br />fiscal years 2008/09 and 2009/10, Court Related expenditures decreased by 6.13%. Court Related <br />costs represented 2.82% of all county expenses in FY 2009/10. <br />Debt Service <br />Debt service consists of interest and payments made by the county on its debt. This figure includes <br />principal retirement, interest and other miscellaneous debt service. As table 6.5 indicates, total county <br />debt service expenditures were $8,073,138 in FY 2009/10. Between fiscal years 2008/09 and <br />2009/10, debt service expenditures increased by 0.05%. Since FY 2004/05, debt service expenditures <br />have increased by 130.96%.
