sion is the one that looks at the technical aspect of the <br />Building Code, i.e. if an individual wants to contest one of <br />the Building Director's decisions re materials, etc., <br />they go to this Board; if they wish to contest a zoning <br />matter, they go to the Zoning Board of Adjustment. <br />Discussion followed as to the advisability of <br />distinguishing between these Boards by referring to the <br />subject board as the Building Board of Adjustment & Appeals. <br />Building Director Esther Rymer informed the Board that <br />the reason they wish the membership increased is that they <br />are having trouble getting a quorum with only five members. <br />She noted that the City Board has seven members and it works <br />well. <br />Commissioner Lyons hoped this group could make some <br />recommendations that would help keep the Building Codes up <br />to the times. Mrs. Rymer noted that they do review the Code <br />and recommend adoptions when there are any Code changes. <br />Considerable discussion ensued regarding criteria for <br />appointing the members serving on this board, and Attorney <br />Brandenburg commented that the way the County adopted it, <br />there are no background requirements for any of the members. <br />Building Director Rymer noted that the membership of <br />the City Board calls for an architect, engineer, general <br />contractor and other members of the building industry, and <br />she recommended that the County have the same criteria. <br />Commissioner Fletcher noted we generally have some lay <br />persons on other boards and felt this board should also. <br />Commissioner Scurlock pointed out that this board <br />really requires technical professional expertise in order to <br />deal with the matters being appealed, and Mrs. Rymer agreed, <br />pointing out that this board not only interprets the <br />Building Code but suggests alternate methods to meet Code. <br />She noted that the building industry in general provides a <br />wide area from which to choose. <br />12 PAGE.487 <br />JAN 5 1983 <br />
