J A N 5 1983 0 52 fr E 514 <br />not feel 1982 and 1983 vehicles are equal in value because <br />of the instant depreciation of the 1982 vehicle. <br />Purchasing Manager Goodrich stated that in this <br />particular case all the cars are 1983s, and Administrator <br />Wright noted that when we buy the vehicle we run it until <br />its value is entirely exhausted in any event so he did not <br />feel the depreciation factor is important. <br />Commissioner Scurlock felt that the bids should <br />identify for whom the vehicle is intended, <br />MOTION WAS MADE by Commissioner Fletcher, <br />SECONDED by Commissioner Scurlock, to reject <br />all bids and not purchase the vehicle. <br />Commissioner Fletcher's reason for his Motion was that <br />we have loaned money to the Housing Authority; he did not <br />feel that the purchase of a vehicle is an absolute <br />requirement and felt they should reimburse the county with <br />this money instead. <br />Charles Block, member of the Housing Authority, <br />believed that this automobile is being bought with funds <br />that are going through the Section 8 Rental Assistance <br />Program, which is not under the Housing Authority's control; <br />if these funds are not approved for purchase of the vehicle, <br />the money will just go to another county. <br />Discussion followed on the fact that the Housing <br />Authority is an entirely separate entity, and Commissioner <br />Wodtke stated that he would rather not reject these bids <br />until we are sure that they should come before us. <br />Purchasing Agent Goodrich reported that Mr. Regan, <br />Executive Director of the Housing Authority, had said that <br />the bids should go this route. <br />Argument continued as to whether this should be before <br />34 <br />� � r <br />
