�� RFK � fA�r <br />J 5 198.3 <br />In regard to the proposed psychiatric hospital - the <br />state turned this down because it had no criteria for <br />determining psychiatric bed need. Mr. Ashcraft informed the <br />Board that they have filed an appeal, and as soon as the <br />State promulgates the needed rules, they will reopen the <br />chance to evaluate. Mr. Ashcraft believed we can <br />demonstrate a very great psychiatric bed need in this four <br />county area. <br />Mr. Ashcraft continued to emphasize that the District <br />Board continued to act according.to outdated proviso <br />language re earmarked funds, and reported the four county's <br />attorneys have agreed to meet with the Health Council and <br />see what legal recourse there might be. Okeechobee County <br />passed a Resolution asking their legislative delegation to <br />ensure that all state funds designated for District 9 be for <br />the entire district. Mr. Ashcraft, therefore, requested <br />that Indian River County consider asking their legislative <br />delegation to assist in development of a statewide formula <br />for funds to be allocated in conjunction with need based on <br />population. <br />Discussion continued on language for such a resolution, <br />and Mr. Ashcraft felt the content would be to request that <br />all state funds designated for the District be for the use <br />of the entire District. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, to instruct <br />the County Attorney to meet with Mr. Ashcraft <br />to draw up an appropriate Resolution as dis- <br />cussed. <br />Commissioner Wodtke pointed out that Palm Beach has 12 <br />votes, and the entire year is spent fighting for funds, <br />allocation, etc. He felt it would be much more beneficial <br />36 <br />
