JAN 5 1993 <br />more responsibility and more workload, and they sent an <br />authorization to purchase an automobile with the <br />understanding that the Director of the Housing Authority is <br />participating in the workload of that organization. This <br />car would'be used by the Program Manager of the Section 8 <br />Program, Mr. Regan and members of the staff. They have one <br />car at present, and Mr. Regan stated that he has been using <br />his own car. <br />Commissioner Fletcher asked if Mr. Regan could get paid <br />expenses for the use of his own car, and Mr. Regan stated <br />that there is no mileage provision in the budget. He noted <br />that if they do not draw these funds down, they cannot be <br />used for any other purpose. <br />Discussion continued re justification of the need for <br />the car, and Mr. Regan reported that the case load is up to <br />180 and the vehicle is used for inspections of the housing <br />units and to encourge landlords to bring the units up to the <br />required standard so they can be in this program. They do <br />take some handicapped to look at the apartments, and they <br />make probably 4 trips a day with multi stops on each trip. <br />Administrator Wright submitted that this car is a <br />budgeted item; the Housing Authority has recommended it; it <br />is federally funded; and Mr. Regan feels it is necessary. <br />The Administrator agreed with Mr. Regan and recommended <br />accepting the low bid. <br />In further discussion, it was noted that the Board is <br />still paying for it indirectly, and Commissioner Wodtke <br />wished to know if the car can be used only in the Section 8 <br />program or if it can be used by the Housing Authority. <br />Mr. Regan stated that it can be used for general <br />Housing Authority activities. <br />Commissioner Wodtke felt if there is a demonstrated <br />need and workload and the funds are available, we would be <br />smart to accept them. <br />38 <br />
