TO: The Honorable Members DATE: December 27,1982 FILE: <br />of the Board of County IRC-82-ZC-25,#46i. <br />Commissioners <br />DIVISION HEAD CONCURRENCE: <br />atrick Bruce King, I <br />FROM: Janis Johnso <br />Staff Planner <br />SUBJECT: COUNTY INITIATED REZONING OF <br />37 LOTS IN PINE LAKE ESTATES <br />FROM A, AGRICULTURAL TO R-lE, <br />COUNTRY ESTATES DISTRICT <br />REFERENCES: <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting on January 5th, 1983. <br />DESCRIPTION AND CONDITIONS: <br />On August 18, 1982, the Board of County Commissioners voted to <br />approve the rezoning of 156 lots in Pine Lake Estates to R-lE, <br />Country Estates. At that meeting, the Board of County Commissioners <br />voted to initiate a rezoning of 37 lots in Pine Lake Estates; four <br />lots presently zoned R-1, Single Family (maximum density 6.2 units/ <br />acre) and 33 lots presently zoned A, Agricultural (maximum one unit/ <br />5 acres) to R-lE, Country Estates (maximum 1 unit/acre). On November <br />10, 1982, the Planning and Zoning Commission unanim©u.sly tecommended.. <br />approval of the County initiated rezoning. <br />Pine Lake Estates is an unrecorded plat which is located on the <br />south side of Fellsmere Road (State Road 512) immediately west of <br />104th Avenue. The majority of the lots in the subdivision are 70' <br />x 1301. The Land Use Designation for the area is LD -1 (maximum <br />3 units/acre). Pine Lake Estates comprises approximately 57 acres of <br />land including the roads. If the rbzoning request is approved, <br />approximately 38 lots could be created which conform to the R-lE <br />zoning requirement. <br />Vero Lake Estates lies immediately to the east and west of Pine . <br />Lake Estates. Vero Lake Estates contains thousands of small lots of <br />approximately 75' x 1301. The area to the north of the subject <br />property on the north side of State Road 512 is unplatted. Sparse <br />development has occurred since the platting of Vero Lake Estates, <br />which began in April of 1956.. <br />ALTERNATIVES AND ANALYSIS: <br />Environment - The subject property is not in a flood hazard zone <br />and does not contain any environmentally sensitive, lands. <br />Utilities - The area is not presently served by municipal or county <br />water and sewer services; however, the lot requirements of the <br />R-lE, Country Estates District would allow individual septic systems <br />and wells on each lot. <br />Land Use - The R-lE, Country Estate Zoning District would be in <br />compliance with the densities allowed under the LD -1, Low Density <br />Districts of the Comprehensive Plan. The area around Pine Lake <br />Estatescontains scattered single family homes and large tracts of <br />undeveloped land. The internal road systems serving Pine Lake Estates <br />are unimproved. Development of the land in single family, large <br />lots would be in keeping with the rural character of the surrounding <br />areas. <br />52 <br />
