JAS 5 1983 <br />890 52 PA5 <br />TO: The Honorable Members DATE: December 8, 1982 FILE: <br />of the Board of County <br />Commissioners IRC-82-ZC-28,#465 <br />ROBERT FISCHER'S REQUEST TO <br />DIVI ION HEAD CONCURRENCE: SUBJECT: ZONE ± 2.0 ACRE PARCEL <br />000, wo,` LOCATED ON THE EAST SIDE OF <br />U.S. #1 SOUTH OF 45TH STREET <br />atrick Bruce King, AIC FROM C-lA, COMMERCIAL TO M-1, <br />— RESTRICTED INDUSTRIAL <br />FROM: Janis Johnson REFERENCES: <br />Staff Planner <br />It is requested that the data herein presented by given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of January 5, 1983. <br />DESCRIPTION AND CONDITIONS: <br />On November 18, 1982, the Planning and Zoning Commission unanimously <br />approved a request to rezone # 2.0 acre parcel located on the east <br />side of U.S. #1, approximately 500 feet south of 45th Street from <br />C-lA, Restricted Commercial to M-1, Restricted Industrial. The <br />applicant proposes to construct a warehouse facility for wholesale <br />distribution. <br />ALTERNATIVES AND ANALYSIS: <br />Environment: The subject property is not designated -as Environmentally <br />Sensitive and is not within a flood prone area. The site presently - <br />contains active groves. <br />Land Use: The subject property is within the core of a 50 acre <br />Commercial/Industrial Node which is located at the intersection of <br />U.S. #1 and 45th Street. This node contains ± 32 acres which are <br />presently developed as commercial and/or industrial uses. This <br />± 32 acres comprises approximately 64% of the node area. <br />Directly north of the property is a carpet outlet store. Further _ <br />north is a vegetable stand at the intersection of 45th Street and <br />U.S. #1. On the north side of 45th Street is a bait shop, a convenience <br />market, a fried chicken restaurant, and a liquor store. Opposite <br />the subject property on the west side of U.S. #l, is the Indian River <br />Fruit.Packing facility. North of 45th Street, on the west side of <br />U.S. #1 is an aluminum door company. Approximately 600 feet south of - <br />the subject property are active groves or vacant parcels. The subject <br />property is contiguous with existing development and the proposed use <br />is compatible with surrounding land uses. <br />Traffic: The proposed development of the subject property is <br />anticipated to generate an additional 22 Average Daily Trips (ADT's). <br />This total combined with the existing traffic of 15,000 ADT's on <br />U.S. #1 would not represent a significant increase. The present <br />capacity of U.S. #1 in the vicinity of the subject property is 24,000 <br />ADT's. The increase in traffic will not significantly impact U.S.#1 <br />capacity. <br />Utilities: The area is not served by Municipal or County water and <br />sewer facilities. Any proposed development would be required to <br />utilize an individual well and septic system. <br />RECOMMENDATION: <br />The proposed rezoning is compatible with the surrounding land use <br />and the Comprehensive Plan. Therefore, staff recommends approval. <br />
