rJAN 19 1-983,� K `d �1 . <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Fletcher, to confirm <br />our original policy which was outlined in <br />former Administrator Nelson's memo dated Decem- <br />ber 1, 1980 and Mr. Wright's memo of January 10, <br />1983, with the understanding that if the amount <br />involved goes over budget, it is then required <br />to come before the Commission for authorization. <br />Mrs. Wright believed that in the past we have had some <br />expenses approved that really were in the gray area as to the <br />type of education involved. <br />Commissioner Scurlock felt the Attorney is available at any <br />time if a legal opinion is needed in regard to reimbursement. <br />Discussion continued regarding County policy, and it was <br />agreed that one of the keys is for the department head to <br />identify that there is a need for the particular training rather <br />than this being employee initiated. It was also emphasized that <br />when anyone is hired, they already should have the basic training <br />required to qualify for that position. <br />Commissioner Wodtke asked if we are going to follow the <br />State guidelines on travel and expenses and disregard the Special <br />Act, and Commissioner Scurlock stated that his Motion related <br />specifically to State guidelines and would exclude Special Acts. <br />Discussion continued as to the state travel allowance of 20� <br />per mile, and Commissioner Wodtke commented on the fact that <br />although being able to use his private plane to transport <br />officials to Tallahassee could well be cheaper than the price of <br />commercial round trip tickets, he could not do this for 20� per <br />mile, and Administrator Wright also felt there are times when it <br />is cheaper to charter a plane. <br />In further discussion it was generally felt there should be <br />some flexibility allowed. <br />17 <br />
