ORDINANCE 2012-036 <br />storm. Temporary inundation of parking areas is permissible. <br />4. Whenever practical, except in those development projects where <br />temporary ponding is allowable pursuant to section 930.07(1)(k), each <br />percolation or retention area shall include positive drainage facilities <br />which provide for drainage to a public outfallsi of a lake, or a watercourse <br />to handle the runoff from storms of longer duration and severity than the <br />design storm. <br />5. The area surrounding retention or detention basins is recommended to be <br />used as public or private open space and shall be grassed. <br />6. The Soil Survey of Indian River County, Florida, published by the US <br />Department of Agriculture:1987, shall be the document to determine soil <br />classification in this chapter. Such soil classification shall be modified by <br />on-site testing and engineering evaluation. <br />7. Flood routing analysis for all new local road facilities shall show that the <br />water elevation shall at no time during the design storm duration exceed <br />an elevation that would: <br />a. Permit flood water encroachment outside existing drainage <br />easements, or right-of-way for a three-year/twenty-four-hour <br />duration storm; <br />b. Place more than twenty (20) percent of the front or rear yard area <br />below the flood water elevation at any time during the ten- <br />year/twenty-four-hour duration storm; <br />C. Erweed Be two (2) inches or more above the lowest elevation on <br />the centerline profile of the roadway for a twenty-five-year/twenty- <br />four-hour duration storm; <br />d. r a the kwatieftof Be six (6) inches or less below the finished <br />floor elevation of any structure for the more ei:«eal of either a <br />twenty -five-year, twenty -four-hour (25/24) duration storm or a one <br />hundred -year, three-day (100/72) duration storm, based on which <br />such storm has the higher water elevation. <br />8. All new storm sewers discharging into any canal or receiving water body <br />shall be designed to convey the permitted discharge after tailwater <br />conditions are considered. <br />9.
