ORDINANCE 2012-036 <br />Building Code; and <br />WHEREAS, the Board of County Commissioners has adopted a requirement to require <br />accumulation of costs of improvements and repairs of buildings, based on issued building <br />permits over a ten-year period, for buildings and structures in flood hazard areas for the purpose <br />of participating in the National Flood Insurance Program's Community Rating System and, <br />pursuant to section 553.73(5), F.S., is formatting that requirement to coordinate with the Florida <br />Building Code; <br />NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of <br />Indian River County that the Indian River County Land Development Regulations (LDRs) <br />Chapter 901, Definitions, and Chapter 930, Ston-nwater Management and Flood Protection, be <br />amended as follows, and local administrative amendments to the 2010 Florida Building Code be <br />adopted as follows: <br />SECTION 1. RECITALS. <br />The foregoing whereas clauses are incorporated 'herein by reference and made a part hereof. <br />SECTION 2. AMENDMENTS TO LDR CHAPTER 901, DEFINITIONS. <br />Certain definitions, in alphabetical order, in Section 901.03 are hereby added or amended <br />to read as follows: <br />Alteration of a watercourse A dam impoundment channel relocation, change in channel <br />alignment channelization or change in cross-sectional area of a channel or a channel capacity, <br />or another form of modification which may alter, impede retard or change the direction and/or <br />velocity of the riverine flow of water during conditions of the base flood. <br />Appeal. For purposes of County Code Chapter 930 relating to flood protection, means a request <br />for a review of the interpretation by the community development director of any provision of <br />Chapter 930 floodplain regulations tlhis efdinanse or a request for a variance. <br />ASCE 24 A standard titled Flood Resistant Design and Construction that is referenced by the <br />Florida Building Code ASCE 24 is developed and published by the American Society of Civil <br />Engineers, Reston, VA. <br />Base flood. <br />year -A flood having a 1 -percent chance of being equaled or exceeded in any given year fAlso <br />defined in FBC B] The base flood is commonly referred to as the "100 -year flood" or the "I - <br />percent -annual chance flood." <br />Base flood elevation The elevation of the base flood including wave height, relative to the <br />National Geodetic Vertical Datum (NGVD) North American Vertical Datum (NAVD) or other <br />Underline: Additions to Ordinance <br />Strike-thFou&.
