FEB 2 1933 FADE 722 <br />Jim Davis, Public Works Director, referring to the <br />matrix contained in the material presented to the Board, <br />stated that the policy really focuses on a unified <br />jurisdiction and maintenance plan for all governmental <br />jurisdictions within the County. Mr. Davis then presented <br />the staff recommendation for approval of Alternate A, which <br />is based upon the hierarchy of the road intersection and <br />after that, upon traffic volume, noting that the proposed <br />Policy was sent to each municipality within the County for <br />comments and approval, and their concurrence has been <br />indicated. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Fletcher, to <br />approve recommendation of staff specifying <br />adoption of Alternate A, Traffic Signal <br />Jurisdiction and Maintenance Policy. <br />Lengthy discussion ensued regarding traffic light <br />maintenance and the costs involved, and Mr. Davis reported <br />that he did not anticipate additional personnel costs. The <br />basic cost would be involved with the 16th Street project <br />which will be paid for by the Gas Tax. <br />Commissioner Wodtke asked if we maintain any traffic <br />lights in the City of Vero Beach and Mr. Davis answered that <br />there were currently 4 lights being maintained in the city <br />limits of Vero Beach. Commissioner Wodtke felt that the <br />County is taking on too much cost responsibility and that <br />the City of Vero Beach should take on more of the expense. <br />Finance Director Barton pointed out that was why the <br />matrix was developed, and further noted that the funding is <br />from the Gas Tax, which is for everyone's use on those <br />roads. Mr. Davis emphasized that one of the benefits would <br />be the control of lights - especially on 16th and 17th <br />20 <br />
