FF--- - 1 <br />FEB 2 1983 2 FSE 728 <br />clarification as to the actual sponsor, and it was agreed <br />a <br />that by Florida Statute it must be the County. <br />MOTION WAS MADE by Commissioner Wodtke, <br />SECONDED by Commissioner Lyons, that the <br />Board authorize the Chairman to sign and <br />forward the proposed letter to the Depart- <br />ment of Environmental Regulation. <br />In the following discussion, Commissioner Lyons felt <br />that the phrase in the first paragraph of the letter, "Our <br />county residents are elated that," should be deleted before <br />the letter is forwarded and say instead, "It is noted that <br />the Beach Nourishment Project was recommended, ...'° <br />Commissioner Fletcher questioned whether the last line <br />in the letter that states r this letter is submitted to <br />formally request inclusion..." formally commits us. <br />Mr. Davis stated that the letter is merely formally <br />requesting that the funding be advanced; it already is in <br />the 1984 budget, and Administrator Wright believed this <br />letter just keeps our options open. <br />Commissioner Scurlock stated that the funding levels <br />for state participation have not yet been set, and he had <br />some serious concerns that they will be much less than in <br />the past. <br />Commissioner Fletcher was concerned that we are <br />stretching things out by giving the Corps of Engineers and <br />other agencies the impression that we intend to go ahead <br />with this project. <br />Commissioner Scurlock understood that the Strock Report <br />indicates that we should move ahead and actually establish a <br />funding formula by districts, and if that would be the case, <br />he would anticipate some sort of referendum. He would not <br />support creating such a district without a referendum. <br />26 <br />
