Discussion continued as to the fact that.we actually <br />have not reached a local decision as to whether this commu- <br />nity really desires a Beach Nourishment Project and on what <br />basis they wish to continue. <br />Chairman Bird felt there is some confusion as to when <br />the final decision-making process on this project will take <br />place, and suggested there should be further discussion <br />before taking any action. <br />Commissioners Wodtke and Lyons withdrew their motion. <br />Commissioner Wodtke reported that the Beach Restoration <br />and Preservation Committee, of which he is Chairman, has a <br />total commitment to proceed with the Corps of Engineers <br />pumping plan and that their recommendation would be to <br />proceed and push for funding. They have begun to look into <br />different funding methods, and he hoped they might be able <br />to come up with some proposed funding participation .formulas <br />in 30 days, but the problem is that we do not know schen we <br />will be made aware of the federal funding levels. Ho had no <br />problem with going to a referendum on the matter, but felt <br />November of 1984 would be too late for the beaches. <br />Commissioner Lyons believed we are at a point where it <br />is time for the Commission to reach a decision by vote as to <br />whether we support a beach sand pumping process or not. He <br />stated that he was now satisfied in his own mind that <br />apparently there is no alternative - sand pumping is the <br />only way that has been proved at all practical. After <br />reaching a decision, the next question is the funding. <br />Commissioner Scurlock stated that his trip to view the <br />various.beach projects in other counties changed his atti- <br />tude, and he now feels the beach project is necessary, <br />especially since the beaches are so beneficial to our <br />community. He continued that he would go on record indi- <br />cating that he would be in favor of a beach renourishment <br />program.whereby the major impact is borne by the private <br />27 <br />FEB 2 1983 c Pkv <br />
