pr ­ <br />FEB 2 1983 9ft POC -340 <br />Preliminary Plat Approval of Luria's Plaza at Vero Beach <br />The commissioners reviewed staff recommendation in the <br />following memorandum: <br />TO: The Honorable Members DATE: January 24, 1983 FILE: <br />of the Board of SD-8�!-12"-003 <br />County Commissioners <br />SUBJECT: <br />DEPARTMENT HEAD CONCURRENCE: PRELIMINARY PLAT APPROVAL <br />OF LURIA'S PLAZA AT <br />VERO BEACH SGRDIVIS.ION <br />Patrick Bruce King, A CP <br />FROM: - REFERENCES: <br />Clare Zimmerman it <br />It is requested that the information presented herein be given <br />formal consideration by the Board of County Commissioners at <br />their meeting on February 2, 1983. <br />DESCRIPTION & CONDITIONS: <br />The applicant has requested that preliminary plat approval be <br />granted to Luria's Plaza Subdivision. The Board of County <br />Commissioners tabled this request for plat approval for two <br />weeks at their meeting on January 19, 1983. The request was <br />tabled so that the developer and planning staff could more <br />fully discuss the conditions of approval which staff had <br />recommended. <br />Briefly, the history of the Luria's Plaza Subdivision is as <br />follows: <br />In May,'1982 the developers of Luria's Plaza requested site <br />plan approval for a 117,960 sq. ft. retail shol <br />ng <br />This shopping center was to consist of 36 retailstoresterin. <br />three separate structures. The site plan which the developers <br />submittedrto the County showed the shopping center on one large <br />lot, and two separate, smaller lots, both of which fronted on - <br />U.S. #1 and which the developer indicated were to be separated <br />from the Luria's Plaza development and ultimately sold to other <br />developers. <br />At the'June 1, 1982, TRC meeting the Luria's Plaza development <br />was reviewed. At the time staff made the following <br />recommendations and statement -s: <br />"1) That the subdivision procedure be followed as per the <br />County's Subdivision Ordinance #75-3. This requirement is <br />being asked since an actual division of three parcels is being <br />created by this development. Two of the parcels will be leased <br />or sold at a later time for future development (they will be <br />parcels that abut U. S. W. Through the subdivision process <br />we can control access to those parcels and have a plat on <br />record of the subdivision, as well as the 10th Avenue dedica- <br />tion to the rear of the shopping plaza.. <br />2) That the traffic circulation be slightly amended to meet <br />the approval of the County Traffic Engineer. The Staff Planner <br />noted the applicant had redesigned the traffic circulation <br />pattern and there were two, very minor problems with it, which <br />involve cutting down on some curbing areas near the buildings <br />which reduce the angle of the traffic circulation." <br />34 <br />
