M M M <br />On July 22, 1982, the Luria's Plaza site plan received.approval <br />subject to five conditions. Two of these five conditions were <br />that: <br />1) the subdivision procedure be followed, as per the County's <br />Subdivision Ordinance 75-3, since three parcels are being <br />created, <br />2) the traffic circulation be slightly amended to meet the <br />approval of the County Traffic Engineer. <br />The developers of Luria's Plaza have submitted a pxeaixminary <br />plat which shows the three parcels which they are er.e4ting as a <br />result of their development. They are requesting preliminary <br />plat approval, as per the conditions of their site plan ap- <br />proval, and staff has reviewed their plat as per the County's <br />Subdivision Ordinance 75-3. <br />It should be mentioned that the second condition oftheir site <br />plan approval listed herein, amending the traffic circulation <br />on site to meet the approval of the County Traffic Engineer, <br />has not yet been met. The applicants have discussed recom- <br />mended changes with the Traffic Engineer, but have not complied <br />with all the changes which the Traffic Engineer has requested, <br />nor have they submitted amended drawings reflecting any changes <br />which have been made on site. <br />ALTERNATIVES & ANALYSIS: <br />Section 3 (A) <br />states that: <br />(3b) of the County's Subdivision Ordi.nan.ce 75-3 <br />"The Board, in studying the preliminary plat, will take into <br />consideration the requirements of the community and the best <br />use of the land being subdivided. Particular attention will be <br />given to width, arrangement and location of streets, lot sizes <br />and arrangements, as well as requirements for school sites, <br />public building sites, parkways and highways. Adequate street <br />connections will be required to ensure free access to and <br />circulation for adjoining subdivisions and lands." <br />In conformance with this section of the subdivision regulations <br />staff has made the following recommendations: <br />1) During the initial subdivision review, a drainage easement <br />was provided along the northern border of the property to allow <br />access to a portion of the drainage system on the site. Since <br />that time, the Planning Department has received correspondence <br />indicating that this pipeline is being put in a different <br />location than shown on the original site plan. For that reason <br />it is recommended that the drainage easement shown on the <br />preliminary plat be relocated to correspond with the actual <br />location of the pipe. <br />2) Because of the subdivision's size, location and the type of <br />development involved, it is recommended that the developer <br />install one street light at the entrance of the proposed <br />shopping plaza at U.S.#1 and one street light at the <br />intersection of 10th Avenue and 17th Street. <br />3) Also, because of the impact which a development of this <br />size would have on the traffic on U. S. #1, it is recommended <br />that some method of facilitating ingress and egress to the <br />proposed subdifvision be provided by the developer. <br />34a <br />FEB 2 1983 t 2 PnE 741 <br />
