This enables those who possess site' <br />plans on occasion, to play an endless game of stalling <br />rather than pzocede with sincere, "substantial construc- <br />tion". <br />It is my opinion from listening to your deliber- <br />ations that you are in favor of a record of substantial <br />construction, especially when dealing with stalled con- <br />struction and requests for site plan extensions. The <br />Board of Commissioners may therefore wish to act to spell <br />all this -out.
