B.Approval of Application for Funds - Housing Rehabilita- <br />tion Program <br />The Board reviewed the following memorandum: <br />TO: The Honorable Members of DATE: February 8, 1983 <br />The Board of County Commissioners <br />THROUGH: Michael Zwright . <br />County Administrator <br />SUBJECT: Application for Funds to <br />Implement a Housing Rehabilitati:: <br />Program through Community Servic, <br />Block Grant Funds to Assist Iow- <br />�� Income Families <br />FROM: Edward J .egan 'REFERENCES: <br />Executive rector <br />IRC Housing Authority <br />It is recommended that the data herein presented be given formal <br />consideration by the County Commission. <br />DESCRIPTION AND CONDITIONS <br />State of Florida Department of Community Affairs will accept applica- <br />tions through March 1, 1983, for projects to be funded through Commun- <br />ity Service Block Grant (CSBG) for local projects to assist low-income <br />individuals. The grants will be for the six-month period from April <br />1st, 1983, through September 30th, 1983. <br />Because of a change in federal law, only one-fifth of the funding <br />originally legislated for local government applications will be avail- <br />able in Florida this year. Our pro rata share for the period indicated <br />is $7,158. Each application must be accompanied by a resolution of <br />support from a local government which indicates that the application <br />has been approved by official action. Non-profit agencies may apply <br />as a subgrantee of a local government. <br />The Indian River County Housing Authority is preparing an application <br />which provides "activities designed to assist low-income participants <br />and the elderly poor to . maintain adequate housing in a <br />suitable living environment". <br />Since -the moneys available are limited, we recommend that the fund be <br />used to activate the existing Farm Home Administration's Section 504 <br />program which provides housing rehabilitation funds in the form of <br />(1) low interest loans; (2) loans and grants; and (3) grants to the <br />elderly. These funds are not currently being,utilized in Indian River <br />County for lack of rehabilitation consulting services. The applica- <br />tion will make provision for the following scope of services <br />(1) Inform the public of the sources of funds for rehabilitation <br />of housing for low-income families; <br />(2) Advise an applicant relative to proposed rehabilitation; <br />7 <br />B 1; C: j <br />775 . <br />
