FEB 6 1983 <br />(3) <br />E776 - <br />Advise the applicant as to the methods of funding available <br />to him; <br />(4) Assist the individual in making formal application to the <br />Farm Home Administration and alternate sources; <br />(5) Advise the applicant relative to contracting the work; <br />(6) Advise the owner as to contract compliance. <br />ALTERNATIVES AND ANALYSIS <br />There is currently no rehabilitation consulting service available to <br />home owners who have a low income or are elderly. The Farm Home <br />Administration supervisor along with an aide are required to cover a <br />four -county area with a multiplicity of programs. Their Section 504 <br />program is funded but not accessible to applicants in the normal <br />course of activities. <br />In Indian River County there are 367 low-income owner -occupied homes, <br />of which 140 families are elderly. Funds not applied for from the <br />Community Service Block Grant program are redistributed among the <br />counties that make application. A copy of the General Information <br />and Fund Allocations by County are attached. <br />RECOMMENDATION AND FUNDING r <br />We respectfully request that the Commission authorize a resolution <br />for a Community Service Block Grant to implement a housing rehabili- <br />tation program to assist low-income families and authorize its Chair- <br />man to execute a formal application to the State of Florida Department <br />Of Community Affairs. <br />With $7,158 we can implement a housing rehabilitation program that <br />will provide approximately 300 hours of the services cited. This <br />start-up program would bring about improvement of safety and sanita- <br />tion for 16 home -owners. It is estimated that the average cost of <br />the improvements would be approximate) <br />under this block grant would be supplementedOwithr$ 0,000 fromunit. The$the58 <br />Farm Home Administration Section 504. _ <br />We understand that a subgrantee is eligible for 15% of a grant for <br />administration. This pilot program will require no additional County <br />funds. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Wodtke, that the <br />Board approve adoption of Resolution 83-14 <br />for a Community'Service Block Grant to <br />implement a housing rehabilitation program <br />to assist low-income families and authorize <br />the Chairman to execute a formal application <br />to the State of Florida Dept. of Community <br />Affairs. <br />Edward Regan, Executive Director, IRC Housing <br />Authority, addressed the Board and explained the monies <br />8 <br />
