r <br />,FEB 16 198 <br />industry, would be a high priority for such a well plugging <br />program since many of the free flowing wells they have <br />located are old agricultural wells that have been abandoned. <br />Mr. Aiken noted that since he is working on this program <br />alone, he will need as much input as possible, and it will <br />necessitate the County and the District working together. <br />Commissioner Lyons wished to know if Mr. Aikens has the <br />right to call these wells a nuisance and proceed to plug <br />them or whether it only can be done at the request of the <br />property owner. <br />Mr. Aiken stated that the Florida Statutes have a law <br />which makes these free flowing wells illegal, but it is <br />almost unenforceable, and they are trying to.work with the <br />property owners. He noted that in Brevard County, they <br />worked on a 50/50 cost basis with the county. <br />Mr. Frazee stressed that aside from the update on the <br />District's programs, they are here today to ask the Com- <br />mission's permission to add six observation wells at the <br />three long term monitoring sites they have been discussing. <br />They want to pump the main wells and use the proposed 2" <br />wells to monitor them. Mr. Frazee stated that after the <br />test periods, these monitoring wells can be removed, if <br />desired; however, they want to keep the main recorder wells <br />for a long time. <br />Commissioner Scurlock inquired about the economics <br />involved, and Mr. Frazee reported that they are funded from <br />the District and all they require from the Board is their <br />permission. <br />In further discussion it was noted that this is a <br />totally separate project from the U.
