As these programs <br />continue to expand, he believed it might be advisable at <br />some future date to consider whether we can give the Parks <br />Department authority to set some fees without having to come <br />back to the Board. <br />Commissioner Scurlock stated that he supports user fees <br />with some subsidization, but he felt that budget time would <br />be the appropriate time to set fee schedules. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Wodtke, the Board unanimously <br />authorized staff to -make the necessary analysis <br />of fees for certain recreation programs and <br />report back. <br />DISCUSSION RE BICYCLE PATHS <br />Chairman Bird reported that a meeting of the Bicycle <br />Path Committee was held.to address the request of Attorney <br />George Collins in regard to constructing a bicycle pedes- <br />trian path from the southern edge of The Moorings to the <br />17th St. Bridge causeway because it is too dangerous for <br />anyone to ride bicycles in the traffic on SR AlA. Mr. <br />Collins is proposing that the residents of that south county <br />area would pay for this improvement, which would be partly <br />in the County and partly in the City, by assessment or some <br />other equitable arrangement. The Chairman continued that <br />the committee liked the concept;• we do have adequate <br />right-of-way there; and the Bicycle Path Committee would <br />like the cooperation of the County Commission to authorize <br />Public Works Director Davis and the engineering staff to do <br />some preliminary design and cost estimating. In the mean- <br />time, Attorney Collins will be working with the property <br />owner groups and residents on a formula to pay for these <br />improvements. <br />57 <br />FES 16 1983 <br />
