She stated that she will be ready to come back <br />to the Board by the first meeting in March. <br />Wilson Bell, Regional Director of the D.O.C., commented <br />that they have tried to contact Mrs. Ingram on five differ- <br />ent occasions. He stated that their entire posture was that <br />the community did have vested interests, and they are <br />willing to do what is reasonable to address this. <br />It was agreed that this matter will be put on the <br />agenda of the March 2nd meeting at 3:30 P.M. <br />DESIGNATION OF GRASS FLATS AS "NO WAKE" ZONES <br />Commissioner Lyons reported that, because of the <br />concern expressed about the decreasing productivity of the <br />river, a request was put before the Legislative Delegation <br />last week in regard to providing ways to protect the grass <br />flats in the river. There is an aquatic preserve extending <br />from the Vero Beach City limits to the Fort Pierce line, and <br />it appears we have the right to create an ordinance to <br />protect the grass flats in that area through the use of "NO <br />WAKE" signs and request the Department of Natural Resources <br />to install them. Commissioner Lyons realized this would not <br />guarantee.total protection, but felt it is a step in the <br />right direction and asked that the Commission consider <br />setting up such an ordinance. <br />Some discussion ensued regarding the fact that some <br />boats create less wake when run at higher speeds, and it was <br />also felt that a lot of the damage to the grass flats is <br />caused by people who are totally ignorant of the conditions <br />in the river and unaware of how shallow it is in many areas. <br />MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Lyons, to authorize <br />Commissioner Lyons and staff to prepare <br />63 <br />FES 16 19 <br />
