After some discussion, it was agreed that the Board <br />would be interested in hearing such a presentation on <br />March 22, 1983, at 7:00 P.M. in the County Commission <br />Chambers. <br />AWARD OF CONTRACT - SOUTH BEACH WATER SYSTEM IMPROVEMENTS - <br />PHASE I <br />The Board reviewed the following staff recommendation <br />memo dated 2/22/83: <br />TO: The Honorable Members of the DATE: February 22, 1983 <br />Board of County Commissioners FILE: <br />THROUGH: Michael Wright, <br />County Administrator <br />FROM: 4errance Pinto, <br />Utilities Director <br />DESCRIPTION AND CONDITIONS <br />SUBJECT: RECOMMENDATION TO AWARD CONTRACT <br />FOR THE SOUTH BEACH WATER SYSTEM <br />IMPROVEMTTS - PHASE I <br />REFERENCES: <br />In order for the County to provide water service to the South Beach area of <br />Indian River County, a joint agreement between the City of Vero Beach and Indian <br />River County was entered into on September 16, 1981, for the County to take <br />over existing facilities and supply water to the territorial area. The County <br />will construct: <br />a) Ground water storage tank and appropriate pumps <br />b) 14" water line from the existing elevated tank to Mooring Line Drive <br />c) 4 water -line from the Moorings to Seminole Shores <br />d) In line booster pump and appurtenances. <br />The County agreed to engineer, let construction contracts for and fund the improve- <br />ments in an expeditious manner after receipt of sufficient escrow funds from <br />third parties. The parties agreed that six months for the letting of contracts <br />and eighteen months for completion of all improvements satisfies the intend <br />of the parties. Provisions of this contract do not provide for the connection <br />of any of the streets that are not presently being serviced with water, specifically <br />St. Christopher Lane, Seminole Shores Drive, Harbor Lane and Island Drive. It is <br />my understanding that the residences requiring service on those streets will <br />have to pay for the construction of lines that may be necessary. <br />A review and evaluation of the bids received February 2, 1983, has been completed. <br />RECOMMENDATION <br />We are presenting our recommendation to the Board of County Commissioners for <br />award of the referenced contract to Ortega Industrial Contractors, in the amount <br />of $660,438.00 and also recommend authorizing the Chairman to sign the Notice <br />of Award based on contractual agreement with the City of Vero Beach and commit- <br />ments to those persons who have escrowed funds which is the account that will <br />pay for the project. <br />FUNDING <br />Escrowed impact fees, South Beach. <br />47 <br />
