a <br />Utilities Director Pinto confirmed that their recommen- <br />dation is tb award the contract to the low bidder, Ortego <br />Industrial Contractors. Mr. Pinto commented that he was not <br />working for the County when the agreement for water service <br />to this area was entered into, and he is not clear on how <br />the side streets are to connect in to the line we build. He <br />noted that he has had several residents question that and he <br />has had various opinion on what was to be done, including <br />the possibility that the property owners would get together <br />and build a water line in a public street, which he did not <br />feel comfortable about. <br />Commissioner Scurlock noted that we do have an assess- <br />ment ordinance in place, and it would be logical for the <br />Utility Department to coordinate the laterals and handle it <br />that way. He did not feel this can be done by the public <br />and did not believe that was ever the intent. <br />Considerable discussion followed as to existing lines <br />and distribution systems in this area and the fact that it <br />is the owner who.has the responsibility for tying in to the <br />County line and testing the lines used to tie in. It was <br />noted that this is similar to the situation where we tied <br />the Pebble Bay system into the City of Vero Beach line and <br />we had to demonstrate to the City that our lines met their <br />standards. <br />Mr. Pinto stressed that many of the people from this <br />area think the line going down State Road AlA is going to <br />give them water, but it will not until those connections are <br />made and the lines are cleared. <br />Discussion continued regarding the fact that the fees <br />received so far are impact fees, not connection fees, and it <br />was noted that in Gifford the people were required to bring <br />their lines to the main lines. <br />Commissioner Scurlock felt the whole point is that an <br />extreme need for water in the South Beach area was <br />48 <br />MAR 2 1983 W4 PAGE go'? <br />I <br />
