MAR 2 198 <br />IXORA/TREASURE COAST WASTE WATER REROUTING <br />The Board reviewed the following staff recommendation <br />dated 2/23/83: - <br />TO: The Honorable Members of the DATE: February 23, 1983 FILE: <br />Board of County Commissioners <br />THROUGH: Michael Wright, <br />County Administrator <br />FROM: Terrane . Pinto, <br />Utilities Direcotr <br />SUBJECT: RECOMMENDATION TO ROUTE WASTEWATER <br />MAIN TO CITY OF VERO BEACH <br />TREATMENT PLANT FROM IXORA AND <br />TREASURE COAST UTILITIES <br />REFERENCES: <br />DESCRIPTION AND CONDITIONS <br />In accordance with the Department of Environmental Regulations Consent Order <br />dated June 16, 1982, which was received and agreed upon by the County, the County <br />committed to purchase the Treasure Coast and Ixora Utilities and within one <br />hundred twenty (120) days of the effective date of the Consent Order agreed <br />to submit completed applications for appropriate permits to the Department of <br />Environmental Regulations for the proposed water and sewer system improvements. <br />It is understood that the water treatment facilities of Ixora and Treasure Coast <br />are to be abandoned and connected into the South County Water System which has <br />been accomplished. The wastewater treatment plants were to be abandoned and <br />connected into the County's treatment system located at Vista Royale. However, <br />we have investigated other alternatives which we evaluated the economics, cost <br />effectiveness and most expedient manner in which to meet our commitments and <br />protect the health and welfare of the community. <br />ALTERNATIVES AND ANALYSIS <br />We investigated the possibilities of routing the wastewater to the City of Vero <br />Wastewater Treatment Plant. Since the County now has a 600,000 gallon allocation <br />in the City plant of which there is a remaining capacity of approximately 200,000 <br />gallons, this became a viable alternative. The connection to the City system <br />cost is almost equal to that going in to Vista Royale but would accommodate <br />other areas within its route to the treatment plant. As described in the attached <br />engineer estimates, the connection to the City system should cost approximately <br />$395,000.00. The proposal for connecting the Vista Royale Wastewater Treatment <br />Plant is estimated to cost $419,000.00. <br />At the present time, there are indications that there may be some permitting <br />problems in routing the wastewater force main to the County treatment plant <br />at Vista Royale. Both routes are indicated on an aerial photograph which is <br />available for the Commission to review. <br />RECOMMENDATION <br />I am recommending that authorization be given to proceed with the routing of <br />the wastewater main to the City of Vero Beach Wastewater Treatment Plant. <br />FUNDING <br />Funding for this project has been provided by a 2.75 million dollar bond anticipation <br />note which will ultimately be Farmers Home Administration bonds. <br />51 <br />
