Mr. Pinto noted that the County originally got into <br />Ixora And Treasure Coast Utilities in order to accommodate a <br />bad situation, and we had to sign an agreement with the DER <br />that we would proceed with the design of the improvements <br />for waste water disposal within 120 days. It was planned to <br />accomplish this by taking the waste water into the Vista <br />Royale system. It now appears that we will have to reroute <br />to get to the Vista Royale plant and also that some modi- <br />fications may have to be made to that facility, which has <br />increased the cost over the original estimate. The alterna- <br />tive now proposed is to route this waste water into the City <br />plant <br />Administrator Wright commented that actually the cost <br />is about the same for either route, but the Vista plant may <br />have to be modified. The main advantage of the City route• <br />is that it would make the system available to other users <br />and we could recoup some of the costs. <br />Commissioner Scurlock expressed great concern about the <br />needs of the 6th.Avenue corridor and the disadvantage of <br />running by this area to an undeveloped piece of property; he <br />i <br />also was .concerned about using up allocation. <br />Considerable debate continued, and Engineer Robbins <br />reviewed the route to Vista Royale in detail, noting that it <br />includes a railroad crossing and special construction <br />required by the DER in the mangrove area. <br />Commissioner Scurlock questioned transporting the waste <br />the distance to the Vero Beach plant, even if it were <br />cheaper, when we have needs that are closer. <br />Further discussion ensued regarding the fact that the <br />new route would go by Hibiscus Airport, and Mr. Pinto stated <br />that even if that property were not involved, the route <br />would be the same as far as going to the City plant is <br />concerned.
