r MAR 2 1983 <br />Attorney Brandenburg confirmed that it is a matter of <br />availability of the easements - one we need has been specif- <br />ically reserved by Vista Royale, and Engineer Robbins <br />further explained the difficulties involved in the other <br />routes, which would involve upgrading lift stations, etc. <br />Commissioner Scurlock inquired why we haven't looked at <br />these problems prior to this date, and Engineer Robbins <br />reviewed the boundaries defined in 1979 as the service area <br />for the 6th Avenue force main. <br />Commissioner Scurlock noted that apparently we are <br />faced with routing to an area outsdde the area specifically <br />set out in 1979. <br />Chairman Bird inquired about the prese�t status of the <br />6th Avenue corridor, and it was noted that Vero Mall, Tropic <br />Villas North and South, and Orange Terrace, are the only <br />ones connected onto that line which runs east from the Vero <br />Mall along 12th Street and then turns north and goes along <br />6th Avenue to Rockridge Boulevard, at which point it turns <br />east to the Vero Beach treatment plant. <br />Chairman*Bird discussed another possible route which <br />would turn at a different point and run up either U.S.1 or <br />6th Avenue to the north to pick up the commercial property <br />and all the potential multiple family development that is <br />going to come in along 6th Avenue. <br />Engineer Robbins agreed this is a good thought, but <br />there is a limiting factor in regard to whether it would be <br />physically feasible to construct the water main within that <br />right-of-way . <br />Discussion continued at length regarding needs, <br />density, allocation, the carrying capacity of the 6th Avenue <br />retain, the City sewer plant, the possibility of building <br />another plant, etc. <br />Commissioner Scurlock emphasized that this all involves <br />a major change in policy, and he did not,feel comfortable <br />53 <br />
