RUSSELL <br />REQUEST TO REZONE A 10 <br />Patrick Bruce King,—KIP-26—ACRE PARCEL FROM R-2, <br />MULTIPLE FAMILY RESI- <br />DENTIAL TO C-lA, RE- <br />STRICTED COMMERCIAL <br />FROM: C3�; REFERENCES: DISTRICT <br />Art Challacombe <br />--Environmental Planner <br />It is requested that the data herein presented be given formal <br />consideration by the County Commissiop at their regular meeting on <br />March 2, 1983. <br />DESCRIPTION AND CONDITIONS: <br />On February 24, 1983, the Planning and Zoning Commission recommended <br />approval of a request to rezone 10 acres of Section 26, Township 32 _ <br />South, Range 39 East, located north of 37th Street near the Indian <br />River Memorial Hospital from R-2, Multiple Family Residential (up to <br />15 units/acre) to C-lA, Restricted Commercial District. <br />Sunbelt Health Care, Inc. through their agent, Mr. Adam E. Adams, and <br />Clark Development Company, proposes to construct a 120 -bed nursing <br />home including its appurtenant facilities and services. A Certift- <br />cate of Need for this health care facility has been issued from the <br />Florida Department of Health and Rehabilitative Services. <br />In his letter dated October 15, 1982, Mr. Christopher A. Clark, <br />representing Clark Development Company, identified that in addition <br />to housing 120 residents this facility will also provide employment <br />for 78 full-time employees. The construction costs have been es- <br />timated at $3,000,000 for this facility which will operate with an <br />annual payroll of $713,000. In addition, operating needs, goods and <br />services will be purchased locally. The proposed facility will be <br />open 24 hours per day, year round, to County residents in need of <br />direct health care services, support services, meals on wheels, <br />assurance services, community events as well as other various activ- <br />ities. <br />ALTERNATIVES AND ANALYSIS: <br />Land Use Analysis - In this section, an analysis of the existing land <br />use pattern will be presented as well as a discussion of the future <br />land use as established in the Land Use Element of the Comprehensive <br />Plan. <br />Existing Land Use Pattern - The site proposed for rezoning is located <br />within an existing orange grove. All land adjacent to the subject <br />property to the north, east, and west are planted in citrus. The <br />groves are mature and productive. Further to the east of�the proper- <br />ty, fronting U.S. Highway #1, is the W. E. Geoffrey Subdivision. <br />This subdivision contains 216 lots, nearly all of which are built -out <br />in single-family residences. Much of the existing housing within the <br />subdivision is old and in sub -standard or dilapidated condition. <br />To the south of the property is 37th Street (Barber Avenue). On the <br />south side of this street are the following medical/health related <br />facilities: <br />1) Vero Beach Care Center - a nursing home; <br />71 <br />
