Lengthy discussion ensued wherein the Commission <br />members endeavored to explain to Attorney Wendell the <br />complexities of the situation between the entities involved <br />in the sewer allocation in the hospital area; the fact that <br />it has not been County policy to spend ad valorem tax <br />dollars on the sewer system; the problems that arise in <br />moving allocation from one area to another, etc. It was <br />further noted that another part of the problem is the <br />limited ability of the distribution system in the hospital <br />node, and also that, while we have a hospital node that we <br />know will develop as a center of activity for health care in <br />our community, at this point only partial needs are being <br />met; for instance, Mr. Domico of Vero Med has been asking <br />for more allocation for his health-related facility in this <br />node for three years. <br />Commissioner Scurlock, who has been very much involved <br />in this issue, felt there is a possibility of the City <br />agreeing'to moving some allocation on a temporary basis, but <br />believed the only way they would consider a temporary <br />allocation would be if the County would guarantee that we <br />c. <br />are ready �to build a facility to take the load off the City. <br />Commissioner Scurlock continued to discuss impact fees and <br />user fees to develop one system for the area, and stressed <br />that the final answer is that the Utility Department is <br />going to have to react to a longer range solution and move <br />forward on an overall concept. <br />Attorney Wendell stated that he understood the burden <br />that is placed on the county and it is their hope that the <br />County, with the cooperation of the various facilities in <br />K <br />this area would be able to work out some reasonable <br />approach. Attorney Wendell continued to stress that they <br />want to'cooperate, but they do need sewage urgently. <br />Commissioner Lyons suggested the possibility of <br />Attorney Wendell getting together with Mr. Domico, who has a <br />74 <br />MAR 2 198 rA ?8 <br />
