He definitely opposed the idea <br />of a package plant discharging into the river. <br />Discussion continued re various solutions, routes to <br />get to the City plant, etc., and Attorney Wendell pointed - <br />out that they will not be needing.sewave service for the.next <br />couple of months so there is time to talk and plan; however, <br />they must begin construction by the end of the month. <br />Community Development Director King pointed out that <br />the applicant is trying to get site plan approval next <br />Thursday; staff has reviewed it; there is room for a package <br />plant; and the problems are minor except for this issue. <br />Mr. King wondered if there was a possibilit'K-of providing <br />the applicant temporary service if they agreb to pursue <br />actively the formation of -a subregional system to serve the <br />node in question and sign such an agreement at the time of <br />site plan approval. <br />Attorney Wendell informed the Board that they did <br />contact a firm about designing a package plant, but they do <br />understand that is not a popular proposal. He continued to <br />urge that they be allowed a'temporary hook-up. <br />Commissioner Scurlock asked if Florida Health <br />Associates would be interested in participating in the _ <br />formation of a subregional system as suggested and would <br />sign on the line to build their portion. <br />Attorney Wendell stated that although he has not <br />discussed this with his client, he felt quite sure they <br />would agree. He noted that they actually don't want to be <br />in the utility business themselves, but would be glad to <br />cooperate. <br />The possibility of escrowing the equivalent of the <br />amount needed for a package -plant, on which we would pay <br />interest, was suggested, and Attorney Wendell believed that <br />something like that could be worked out. <br />75 <br />He reported that <br />
