registered patients in those communities with varied ethnic <br />backgrounds. Mr. Diaz explained that they work on a <br />sliding fee scale according to federal guidelines. They <br />have dental equipment that has been sitting waiting to be <br />installed in a permanent location, and as of July, they will <br />be retiring the mobile unit because of the mileage and wear <br />and tear. It costs them $18,000 to maintain this unit on <br />the road, and they are desperately looking for a facility <br />for a permanent site. As far as permanency of funding, Mr. <br />Diaz was confident that the migrant funds will never be cut <br />out of the federal budget. <br />Considerable discussion ensued as to the necessity for <br />the establishment of a permanent relationship between the <br />various entities involved so that the community would be <br />assured that a portion of the facility would be available to <br />them; the fact that this facility must be open to the public <br />on a non-profit basis; the length of a possible lease; the <br />necessity for a reversion clause, etc., and Mr. Diaz <br />emphasized that his group would prefer ,to go for a deed so <br />they could use the property to finance a new facility. <br />s <br />Commissioner Wodtke questioned the terminology of the <br />proposal which states that the Medical Group will "donate" <br />the use of the classrooms to the Progressive Civic League <br />and the League will, in turn "donate" to the Medical Group <br />for costs of operation, and Mr. Diaz confirmed that they <br />would expect that the costs for at least the electricity, <br />water, etc., would be reimbursed. He noted that their <br />"donation" is actually from their grant towards maintenance <br />of that building. <br />Commissioner Scurlock discussed a time frame for a <br />formal agreement between these groups.
