Commissioner Wodtke expressed concern about the fact <br />that the Medical Group depends on funds authorized by <br />Congress and questioned Mr. Diaz at length about their <br />funding. <br />Mr. Diaz noted that at present they have a commitment <br />of $161,000 which is being expended on the mobile unit and <br />those funds could be put in this facility. He confirmed <br />that they are funded on Congressional resolutions which are <br />passed on every three or five years. They have been in this <br />budget 12 years in the State of Florida and have not had any <br />problems yet, and at present they are on the second year of <br />a three year grant. <br />Commissioner Wodtke then had questions re their intent <br />to fully operate the sewer and water plant and the reason <br />they had not come forth with a proposal sooner. <br />Mr. Diaz replied that they have $15,000 earmarked to <br />bring the plant up to proper operation with a $5,000 <br />holdback'for a sump pump. He emphasized that their group <br />has been functioning seven years taking. care of indigents, <br />migrants, etc., and they work by federal guidelines. As to <br />why they `did not come forward sooner with a proposal, he <br />explained that they weren't interested in leasing a small <br />section of the facility because they had a great concern <br />.If <br />about maintenance; they could not afford to have their <br />service shut down,for indefinite periods and thus they <br />wanted control of the facility to assure that the <br />maintenance would be handled properly. <br />Administrator Wright asked if their grant was in place <br />for 1983-84 for which they estimated a $300,000 budget, and <br />Mr. Diaz stated that it was. <br />Commissioner Scurlock asked if anyone present was <br />opposed to the concept presented by the Medical Group today, <br />and there were none. <br />• <br />90 <br />944 <br />
