MBAR 16 1983 FMur20 <br />SECTION 14 <br />SEVERABILITY. <br />If any section, part of a sentence, <br />paragraph, phrase or word of this ordinance is for any reason held <br />to be unconstitutional, inoperative or void, such holdings shall <br />not affect the remaining portions hereof and it shall be construed <br />to have been the legislative intent to pass this ordinance without <br />such unconstitutional, invalid or inoperative part. <br />SECTION 15 <br />EFFECTIVE DATE. BIRD <br />Chairman <br />REQUEST FROM HUMANE SOCIETY RE 5 ACRE TRACT OF LAND <br />Joan Carlson, Executive Director of the Vero Beach <br />Humane Society addressed the Board on the matter of <br />purchasing a five -acre parcel within a closed County <br />landfill, located off South Gifford Road, to be used for a <br />new animal shelter. She explained the difficulties the <br />Humane Society has encountered in the last two years in <br />their search for a new location for their facilities. <br />Commissioner Scurlock asked how we would determine the <br />fair market <br />value on this <br />piece of property. <br />Attorney <br />Brandenburg <br />explained that <br />the County property <br />could legally <br />be sold to a non-profit agency, without appraisal, for as <br />20 <br />
