F, MAR <br />',1; 3 <br />Tommy Thomas, Community Services Director, explained <br />that time is of the essence in mailing an application <br />indicating the County's willingness to enter into the <br />program and into a consortium with St. Lucie and Martin <br />counties. He noted that this application would determine a <br />Service Delivery Area, an area having a population of <br />200,000 or more. Each SDA would be responsible for the <br />planning, development and administration of job training <br />programs with the private sector. The application would <br />also indicate the County Commissioners' interest in how the <br />Private Industry Council will be constituted. <br />Samuel Hunter, Assistant Superintendent of Indian River <br />County School District, was kind enough to'Vass on to the <br />Commission information which he obtained at meetings he has <br />attended in Tallahassee relative to this new program. <br />He explained that the Job Training Partnership Act <br />would be replacing the CETA program as of September 30, <br />1983, and would give private industries the opportunity to <br />hire and train individuals while only paying for 500 of <br />their salaries during the first year of their employment. <br />Commissioner Scurlock asked if there are any additional <br />funding requirements for Indian River County beyond what was <br />anticipated. Mr. Hunter assured him there would be no <br />additional funding needed, except some indirect expense such <br />as an occasional day spent on the program by Mr. Thomas. He <br />added that whatever funds were allocated to the SDA, 150 of <br />those funds would be spent for administrative purposes. <br />Mr. Hunter further explained that monies would be <br />allocated to each County and would be prorated on the number <br />of unemployed in each county. It will be determined on the <br />basis of need, available positions and the number of <br />unemployed. He stated that the money will be made available <br />WJ <br />
