to the County and if the County decides to spend it, it will <br />be spent here; however, if the County decides not to spend <br />it, it will be reallocated to the other SDA's in the state. <br />Mr. Hunter believed that this area has demonstrated <br />their ability during the CETA program to administer a <br />program such as this, and that this will really be a <br />transition from that program into this program; there will <br />be no cross funding. In other words, they will exhaust all <br />funds and will take over some programs that are in operation <br />now. <br />Commissioner Wodtke asked if the previous CETA staff <br />would be utilized to administer this program in Indian River <br />County. <br />Mr. Hunter stated that he had some reservations that <br />the current School Board staff could administer this <br />program, as legislation states the Private Industry Council <br />shall be.established and develop and make policy decisions. <br />Mr. Hunter explained that in order to get this program <br />started, it would appear to him that there should be some <br />contact made with the Commissions of the other two counties <br />to determine how the PIC should be organized and decide what <br />level of control they wish to maintain. <br />Commissioner S'Qurlock felt that the most interesting <br />thing about the program is that we are being asked to train <br />individuals when we have trained individuals out there right <br />now who can't find jobs. <br />Mr. Hunter replied that a person would not be put on <br />the program to train unless a commitment is made to give him <br />a job or find him a job. <br />Commissioner Scurlock believed that would result in <br />just a change of people, and Mr. Hunter replied that one of <br />the sections in this program deals with retraining into <br />fields having more demand, and there is a provision in <br />regard to not usurping existing positions. <br />39 <br />MAR 16 1983 #mac 53 Pat 39 <br />
