MARR ; �` 1983 8 1. <br />� <br />PIC. <br />11 pAnr 40 <br />Discussion took place regarding the formulation of the <br />Mr. Hunter explained that the council must consist of <br />representatives from education, health, rehabilitative <br />services, labor and economical development - a minimum of 13 <br />people. He stated that the legislation very pointedly says <br />that half of whatever the council is must be principals of <br />business and industry; in other words they must be in <br />management capacity and decision-making positions. It also <br />indicates that the chairman can only come from that group. <br />Commissioner Scurlock asked if Indian River County <br />takes no action, whether we are committed to the program in <br />any case. Mr. Thomas stated that if we don't indicate our <br />willingness to participate by sending in thV_application, we <br />would not receive any funds, of which $875,000 has been <br />earmarked for Indian River County. <br />Commissioner Lyons expressed his reluctance to be a <br />part of this program and accept any funds as -he felt this <br />program was more open to fraud than the CETA program. <br />Commissioner Scurlock said he would not vote for this <br />program because he felt we have a responsibility to those <br />already employed, and this County already has many trained <br />workers who are unemployed. <br />Chairman Bird indicated he was unfamiliar with the CETA <br />program and whether it worked well or not. He had a problem <br />turning down $875,000 funding that would be available to <br />train residents of the County and perhaps result in some <br />permanent jobs. <br />Commissioner Wodtke believed that when an employer <br />needs to hire someone, he prefers someone with experience. <br />He felt there are a lot of jobs out there that people could <br />do, but felt that this program and the new format gives <br />business and industry the opportunity to be vocal and <br />determine the operating policy on a locallevel which would <br />M <br />
