M <br />3. RECOMMENDATION AND FUNDING <br />9- B <br />M <br />Experience has proven that going out for bids effectively <br />reduces initial estimates up to 25% for purchases of this <br />type. Therefore, staff recommends that the County bid the <br />installation of three (3) 102000 gallon underground tanks, <br />pump islands and three (3) dual dispensers. By use of the <br />bid process, it is possible that additional vendors could be <br />encouraged to bid. <br />Funding could be provided by the Road and Bridge Department. <br />A five cent (5¢) per gallon surcharge would.be made against <br />each user department to reimburse Road and Bridge. <br />Administrator Wright briefly explained the savings in <br />the cost of fuel that would be made possible by the <br />installation of three 10,000 gallon storage tanks at the <br />Road & Bridge Complex and recommended the Board authorize <br />staff to proceed accordingly with bids. <br />Commissioner Scurlock asked if some use could be made <br />of the existing tanks and was assured that when the larger <br />tanks are purchased, the smaller tanks can be relocated to <br />give us more north county refueling capacity. <br />Commissioner Wodtke expressed concern about the budget <br />of the Road & Bridge Department and asked if it was <br />necessary to move ahead with this change at this time. <br />Administrator Wright reported that there are suffi- <br />cient surpluses in the operating accounts at the Road & <br />Bridge to absorb this, either through the vehicular <br />maintenance line items or through the equipment purchase <br />line items and assured the Commissioners it would be just a <br />line transfer. He preferred to move ahead with it now. <br />Question arose about control of dispensing procedures, <br />and Public Works Director Davis explained the loading <br />operation , which would be controlled by a remote, automatic <br />control switch, noting that the loading operation might even <br />be computerized sometime in the future. <br />Discussion followed as to whether the present site of <br />of the Road & Bridge complex will be sufficient for our <br />future needs, and it was determined that there is sufficient <br />23 <br />APR 2 0 1983 door f 3 PacE 251 <br />
